Do the following qualifications suffice to become an IELTS examiner in India?

I have an M.A in English Literature, a Post-graduate diploma in ELT and a TEFL certificate from ITTT, Thailand. I have been teaching English for around 11 years. Are these sufficient to become an IELTS examiner in India?
