I did history GCSE exam part c wrong, can I average it out?

Most definitely! I did a shorter exam to what you did, but someone did a similar mistake to you, and my teacher said that they'll mark it anyway and give the marks. But, I aren't sure about that. But I definitely think you can average it out - and don't worry, I didn't finish my exam in time either!
