Is there a limitation to how long the Medical Examiner has to sign a death certificate?

My father passed 4/10/11 his death certificate still hasn't been signed. His physician, the hospital where they pronounced him dead and the ME refuses to sign it. What can I or should I do? Any decent suggestions on who I should call visit or report this too would be great. And yes this is the funeral home's job but they are not doing it.
